Formation of a new innovative economy is one of the most important vectors of work

On October 26, in the Skolkovo innovation center, on the sidelines of the Eurasian Week exhibition forum, as part of the Open Innovations Moscow International Forum for Innovative Development, a round table titled “Effective mechanisms for implementing industrial policy in the Eurasian Economic Union (EAEU)” was held. The central topics of the event were the issues of using effective instruments of industrial cooperation: the formation of Eurasian technological platforms, the creation of Eurasian networks of industrial cooperation and subcontracting, technology transfer, the development of other objects of industrial and innovative infrastructure.

“Among the most important vectors of our work is the formation of a new innovative economy through the development of cooperation in scientific, technical and innovation spheres, the creation of industrial and innovative infrastructure,” said Sergei Sidorsky, member of the Board (Minister) for Industry and Agro-industrial Complex of the Eurasian Economic Commission.

He drew attention to the fact that the Eurasian Economic Commission launched a large-scale work on the implementation of such integration mechanisms and tools as the Eurasian technological platforms, the Eurasian Engineering Center for Machine Tool Building, the Eurasian Technology Transfer Network, the Eurasian Network of Industrial Cooperation and Subcontracting, to finance joint cooperation projects with participation of the Eurasian Development Bank.

At the same time, it was noted that on October 18, the EEC Council approved the first 11 priority Eurasian technological platforms, the work on which has been carried out by the industrial block and the Parties since 2013. And in future plans – continuation of work on the creation of Eurasian technical platforms in other areas of development of high technologies.

With regard to the creation of the Eurasian network of industrial cooperation and subcontracting, the EEC Minister noted that such a network, created with the participation of industrialists from the allied countries, would be a good help, first of all, for the business itself. It will provide manufacturers of the Member States with the opportunity to promptly select the most effective cooperation partners, build a rational organizational structure of production, involve small and medium-sized enterprises in the production chains of large manufacturers, and optimally load production facilities.

“All these mechanisms should provide a synergistic effect of the joint development of industrial production: accelerating its growth, reducing the lag of labor productivity from the industrialized countries of the world, increasing the volume of mutual trade in industrial products, increasing the share of high-tech activities in industrial production,” he concluded Sergei Sidorsky.

Sergei Sidorsky urged the participants of the event to pay attention to the issues of the effectiveness of integration mechanisms introduced in accordance with the Main Directions of Industrial Cooperation in the Union; assessing the correctness of the selected industry priorities; unsatisfactory rates of development of cooperation in the industrial sector of the Union. It is necessary to identify the causes of problems in these issues and find ways to eliminate them.

The roundtable participants discussed barriers within the EAEU in the supply of industrial products and the provision of services in the field of industry, issues of ensuring the competitiveness of technologies and the effective functioning of technological platforms; building effective cooperation ties and technological chains between industrial enterprises, innovative companies and scientific institutions of the EAEU states. Informational problems are noted, including access to obtaining various information about cooperative supply and demand, markets for goods and services in industry, potential partners in the states of the Union, investment projects, industry associations, exhibitions and forums held in the EAEU, large infrastructure initiatives.
