Issues of training and certification of highly qualified scientific workers are being improved in Belarus

The issues of training and certification of highly qualified scientific workers are being improved in Belarus. The corresponding decree No. 560 “On some issues of the Higher Attestation Commission and Amendments and Additions to Certain Decrees of the President of the Republic of Belarus” was signed by the Head of State Alexander Lukashenko.

The document is aimed at improving the regulation of relations in the field of training and certification of highly qualified scientists. The decree approved the Regulations on the Higher Attestation Commission of the Republic of Belarus, the composition of the board of the Higher Attestation Commission, and also made editorial changes to certain decrees related to the scope of activities of the Higher Attestation Commission.

The decree excludes the compulsory availability of higher education of the II stage for persons entering postgraduate studies. The author establishes the possibility of passing candidate exams and tests in general education disciplines, not only within the framework of master’s studies, but also in the form of a two-year competition. The right to enroll foreign citizens in graduate school based on the results of the interview (instead of passing the exam in the specialty) is granted.

The requirement is also established for the applicant to work continuously for at least one year in an organization applying for the award of the academic title of associate professor or professor (in the case of a combination of jobs at a university – two semesters in a row or two semesters separated by no more than one semester).

The article introduces the need to coordinate the topics of dissertation research with organizations that are really interested in the practical application of the scientific results obtained. These organizations will provide material and organizational support to applicants in the process of preparing dissertations.

The signing of this decree will help to increase the efficiency of the Higher Attestation Commission and ensure conditions for its independent activity, improve the quality of preparation and examination of dissertation research, and attract foreign currency funds of foreign applicants.
