State support for innovation

The State Committee on Science and Technology of the Republic of Belarus (SCST) informs that in pursuance of paragraph 3 of the Decree of the President of the Republic of Belarus No. 229 of May 20, 2013 “On some measures to stimulate the implementation of innovative projects”, a resolution of the Council of Ministers of the Republic of Belarus of October 4, 2013 was adopted No. 888 “On some measures to implement the Decree of the President of the Republic of Belarus of May 20, 2013 No. No. 229 “, which approved the Regulation on the procedure for the provision of innovation vouchers and grants, as well as amended and supplemented the Regulation on the procedure for competitive selection and implementation of projects and works financed from the republican budget, including innovation funds, approved by the Council of Ministers Of the Republic of Belarus dated October 10, 2006 No. No. 1329, and in the Regulation on the procedure for organizing and conducting state scientific and technical expertise, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated October 29, 2007 No. No. 1411.

The above-mentioned government decree defines the procedure for providing innovation vouchers and grants, including:

  • the procedure for the competitive selection of innovative projects;
  • the procedure and conditions for the use of funds for innovation vouchers and grants;
  • the procedure for assessing and accepting the results of the implementation of the stages of innovative projects;
  • the procedure for the termination of financing for the implementation of innovative projects and the return of unspent funds;
  • the procedure for conducting state scientific and technical expertise of innovative projects.

In addition, it was approved by the resolution of the State Committee for Science and Technology of the Republic of Belarus dated October 14, 2013 No. № 21 form of innovation voucher.

Established by the decree of the State Committee on Science and Technology of the Republic of Belarus and the Ministry of Economy of the Republic of Belarus dated October 31, 2013 No. № 23/79 Requirements for an application for participation in the competition and requirements for innovative projects submitted to the Belarusian Innovation Fund for participation in the competitive selection for the provision of state financial support on a non-refundable basis.

Also by order of the State Committee for Science and Technology of October 28, 2013 No. No. 349, an interdepartmental competitive commission for the selection of innovative projects was approved, which included representatives of the republican government bodies, the Belarusian Republican Youth Union, the High-Tech Park Administration, the Republican Confederation of Entrepreneurship Union of Legal Entities, and the National Academy of Sciences of Belarus.

Thus, the necessary regulatory legal and organizational framework has been created for the implementation of a new type of state financial support in the implementation of innovative projects by subjects of small innovative businesses on an irrevocable basis.
