EEC proposes to synchronize digital agendas in industry

More than 2.8% or 85 billion US dollars is the share of the digital economy to gross domestic product (GDP) in the countries of the Eurasian Economic Union. According to preliminary estimates, by 2025, the contribution of the digital economy of the Union countries to GDP growth should be 20% per year.  The efficiency of economic processes should increase by the same amount due to the digital transformation of infrastructures and control systems. 
The Eurasian Economic Commission (EEC) has sent proposals to the governments of the countries of the Eurasian Economic Union (EAEU) to support a number of initiatives to degitalize economies within the framework of industrial policy and structure this activity in the EAEU countries. EEC’s proposals include the concept of creating “digital factories” with mechanisms for its implementation. The concept should cover all stages of production, from design to finished product. Key technologies include additive manufacturing, high-performance automated rapid production lines for electronic component base, technologies and software for robotic production control, national CAD / CAE / CAM systems, new technologies for assembly production, and product lifecycle management systems. According to the member of the Board (Minister) for Industry and Agroindustrial Complex of the EEC Sergey Sidorsky, it is advisable for the Union countries to synchronize work on the implementation of national digital digital agendas for industry in member states. This will make it possible to implement common technological digital platforms, systemic and end-to-end projects. “A

arried out by the industrial block of the EEC, all prerequisites for digital transformation of industry have been created in the EAEU states: a regulatory framework has been formed or has begun to form, infrastructure has been created, digital platforms are developing in different sectors of the economy. 
In addition, within the framework of the EAEU, there is already experience in joint projects in the field of the digital economy that are related to industry. This is equipping vehicles with the ERA-GLONASS system, the introduction of an electronic vehicle passport, the creation of information databases in the field of drug circulation, the introduction of a mechanism for monitoring the traceability of goods, the introduction of identification and labeling of certain types of goods, the creation of the Eurasian industrial cooperation network and the Eurasian technology transfer network. 
The data necessary to develop common approaches within the EAEU and an analysis of the situation with the digitalization of economies in industry are contained in a special report of the EEC industrial block. The analysis report was also sent to the governments of the Union states. The document is posted on the EEC information portal in the Industry section on the Internet. It
is expected that by March 31 the Commission will receive information on existing programs, plans and measures of state support for the digital industry in the EAEU countries.  The Commission also expects to receive proposals from the EAEU member states for the draft Concept of creating conditions for the digital transformation of the industry of the EAEU member states and the formation of a single digital space of the EAEU. By the end of 2017, the EEC plans to send a consolidated version of the document to the countries of the Eurasian Economic Union for consideration a
nd revision. Help The digital agenda within the EAEU is implemented on the basis of the Decision and Statement on the digital agenda of the EAEU (signed by the heads of the EAEU member states on December 26, 2016 in St. Petersburg) .The digital agenda in industry within the EAEU, as a priority area, is provided by the Main directions of industrial cooperation within the EAEU (approved by the Decision of the Eurasian Intergovernmental Council No. 9 dated September 8, 2015), which defines the creation of conditions for the digital transformation of industry in the member states and formation of a single digital space for industry. Preparation of an analysis of world experience in industrial development and approaches to digital transformation of industry of the EAEU member states is provided for by the Plan for the development of acts and implementation of measures for the Main directions of industrial cooperation within the EAEU (approved by Decision of the EEC Council dated March 17, 2016 No. 17).
