General provisions

1.The Ministry of Education of the Republic of Belarus (the Ministry of Education) and the Belarusian Republican Fund for Fundamental Research (the BRFFI), in accordance with the Agreement on Cooperation in Science and Science innovation of September 2, 2011, and the Protocol of agreement on the planned topic, timing and funding of the joint thematic competition of July 14, 2017, with the aim of ensuring the conditions for further integration of science and education. , encouraging the training of academics of higher qualifications for higher education institutions, involving talented young people in research activities, announce a joint thematic competition of scientific projects carried out by young scientists of higher education institutions of the Republic of Belarus "BRFFI-Ministry of Education M-2018."

The competition is aimed at solving the current problems of scientific research in accordance with the list of priority areas of scientific research approved by the resolution of the Council of Ministers of the Republic of Belarus on March 12, 2015 No. 190 "On the priority areas of scientific research of the Republic of Belarus for 2016-2020."

2.The BRFFI-Ministry of Education M-2018 competition is held in the following areas of knowledge:

– bio- and pharmaceutical t
echnologies;- nanotechnology and m
aterials; – micro- and optoelectronics, laser technologi
es; – information technology and information protection.

3.Grants are given for up to two years to groups of young researchers, which must include at least two people, including the project manager, and each of them in this type of competition BRFFI can receive for all time no more than two grants as a project manager.

The same person may be a member of the performers (as both a manager and an executor) of no more than two research projects of the BRFFI, taking into account both the projects being carried out and the 2018 competitions.Projects that end before the start of financing of new projects, as well as projects and applications for competitions of the GKNT of the Republic of Belarus and the National People's Republic of Belarus, are not taken into account.

At the same time, the scientist in one type of competitions (Science, Science M, BRFFI – Ministry of Education M, BRFFI-RFFI, etc.) can participate (as a leader and executor) in no more than one project.

Applications submitted for the contest in violation of any of the above restrictions will be withdrawn from the competition.

The duplication of the planned research subjects is not allowed.

If during the competition the performers received funding from another source on the stated topic, they are obliged to immediately inform the BRFFI or the Ministry of Education about it. Otherwise, the application will be withdrawn from the competition (in case of receiving a grant it will be canceled), and the performers are deprived of the right to participate in all BRFFI contests for 5 years.

Projects that participated in previous BRFFI contests are not allowed to participate in the BRFFI-Ministry of Education M-2018 competition.

Applications are submitted in Russian or Belarusian.

4.The examination of the projects entering the competition is carried out by independent experts, expert councils and sections of the Brffi Scientific Council, expert councils of the Ministry of Education.

When considering projects, the assessments are:

4.1. topicality of the subject
;4.2. compliance with the goals, objectives and topics of the projects to the priority areas of scientific research approved by the resolution of the Council of Ministers of the Republic of Belarus on March 12, 2015 "On the priority areas of research of the Republic of Belarus for 2016-2020," as well as global trends in the development of science;4.3. th
e existence of a well-defined and well-founded scientific idea (hypothesis) of the project, the degree of its originality;4.
4. the scientific significance of the planned results and the possibility of their implementation in the future: in
the form of experimental or prototypes, experimental batches or industrial series in various types of productions; in the performan
ce of assignments of state scientific and technical programs or programs of the Union State of Belarus and Russia; in the publication
of textbooks and other educational materials in the education system; in patent
s on inventions confirming the possibility of their practical implementation; in the conclu
sion of contracts with foreign organizations for the implementation of developments on the basis of fundamental research and in the implementation of international projects; in the u
se of research and development results; in the use of research and development results. (more – research institutes) in the materials of the state
bodies of the Republic of Belarus;4.5. compliance with the study program's goals and objectives, as well as the ability to achieve the expected
end results;4.6. scientific qualifications of the project manager and the entire sc
ientific team;4.7. availability of the necessary logistics ba
se;4.8. the effectiveness of previous projects on grants of BRFFI, Ministry of Education, performed under the guidance of this scientist.

The advantage is given to projects aimed at solving current scientific problems on the priority areas of scientific, technical and socio-economic development of the Republic of Belarus.

5.The decision on grants is taken by the BrFFI Scientific Council with the participation of representatives of the Ministry of Education and approved jointly by the leadership of the BRFFI and the Ministry of Education.

Funding for the supported works is carried out on the basis of contracts of BRFFI and the Ministry of Education with the organizations executing projects at the expense of customers. The treaty defines the cost of research and the order of calculations, the timing of the project, the main planned results and the list of scientific products presented at the end of the work, the rights of the parties to the results of the research and the conditions of their commercialization, the procedure for accepting the completed research and its individual stages.

Equity participation in the financing of the work of project implementing organizations, as well as customers interested in conducting fundamental research in specific scientific areas, is welcome.

A prerequisite for grants is the obligation of scientists to make the results of research public domain with the publication of them in scientific publications with the support of the BRFFI and the Ministry of Education.

Grants, for which the performers did not enter into contracts without good reason within one month of the announcement of the results of the competition, are canceled.

Requirements for grant applicants

6.Grants are awarded to creatively gifted young people who have shown the ability to research, and the project manager has published scientific articles, other scientific works, inventions.

7.Grant applicants may be scientists, specialists, graduate students, undergraduates, students of higher education institutions under the age of 35 as of January 1, 2018.

How grant applications are submitted

8.In order to participate in the BRFFI-Ministry of Education M-2018 competition, it is necessary to submit an application to the BRFFI containing the following documents:

– the front page of the application (form of PMV);
– an extract from the decision of the scientific ( scientific, scientific and technical) council of the organization (university faculty) on the main place of work (study) of applicants, containing a recommendation on the admission of the application to the competition, or a petition made by an academic or member-correspondent of the National Academy of Sciences of Belarus. The statement and petition should provide brief characteristics of all project performers; – the justification o
f the project (form of PMWV); – a scientif
ic biography of the project manager (the form of P3MV); – a cert
ified list of publications of the project manager (the form of P4MV); – calcu
lation of the estimated cost of the project (form of P5MV) with deciphering of the costs articles.

Travel is planned within the CIS, the cost of this article should not exceed 20% of the planned cost of the project. The purchase of equipment is not funded. If there is an urgent need for the purchase of scientific equipment during the project, the decision on this issue is taken by the Bureau of the BrFFI Scientific Council at the request of the executing organization with a detailed justification for this need. At the same time, the costs for these purposes are carried out within the approved cost of the project and should not exceed 10% of its volume. If there are co-executive organizations, a cost reconciliation sheet is provided.

Changes and additions in the forms of PM1MV-P5MV are not allowed in the design of competitive materials. All explanations and footnotes in forms should be retained, information where necessary is provided in accordance with the specified templates.

In submitting applications for research requiring the use of expensive infrastructure (complex collective equipment, etc.) and expensive samples from other programmes and projects (rock samples, biological samples and drugs, etc.), the authors need to attach written consent to the heads of the relevant organizations for access to such infrastructure and samples.

A separate sheet provides information about the project's entry into the list of projects-winners of the national competition "100 Ideas for Belarus" received by the executors of the project scholarships of the President of the Republic of Belarus, as well as the promotions of the special fund of the President of the Republic of Belarus on social support of gifted students and students with the indication: when, what.

9.Authors are given the right to identify undesirable experts (but not organizations) on their project. Information about this is provided on a separate sheet, which is attached to the application materials.

10.BrFFI and the Ministry of Education refrain from recommendations to change or supplement the wording in the materials of the applications submitted for the competition, in substance their content, at the same time expert councils and sections of the Scientific Council of the BRFFI, the expert councils of the Ministry of Education have the right to make proposals to change the names of the projects and clarify their separate provisions.

11.The application is submitted on established forms in three separately fastened copies. An electronic version of the application materials, formed in accordance with the instructions for drawing up an electronic version of the application, is also required. The applicant is liable, up to the end of the project, for the compliance of the electronic version of the application on paper.

The application materials are attached in 2 copies of copies of published scientific papers on the subject of the project and/or in related areas (up to 5 titles), which are attached to the 2nd and 3rd copies of the application.

Terms and conditions of participation in the competition

12.Applications for the competition are accepted on November 30, 2017.

For non-residents, the date is determined by stamp on the postal service.

Applications that are rejected or submitted after the announced deadline are not allowed to enter the competition. Subsequent page replacements and changes in the text of the submitted draft are not allowed. Information on receipt and registration of applications is given to the authors on their request.

13.Brffiy and the Ministry of Education report only the final results of the competition, publishing lists of supported projects in the journal "Herald of the Foundation for Fundamental Research" and on the websites of BRFFI and the Ministry of Education.

Appeals against the decisions of the Scientific Council and the working bodies of the BRFFI, the Ministry of Education are not accepted and are not considered.

Information on the progress of applications, including reviews of applications, is confidential.

The submissions are not returned.
