Development of digital industrial cooperation and joint digital projects in the EAEU space

The panel session “Implementation of the EAEU Digital Agenda through Joint Digital Projects”, organized by the EEC, was held as part of the “Digital Industry of Industrial Russia” conference in Innopolis (Russia). 

“We need new models of digital cooperation for the development of joint value chains in the EAEU, cross-sectoral digital ecosystems and synchronization of the processes of digitization of business and government bodies through joint projects. Our task within the framework of the conference is to develop and propose such a model, ”Karine Minasyan, Minister for Internal Markets, Informatization and Information and Communication Technologies of the Eurasian Economic Commission (EEC), emphasized in her speech.

The first part of the discussion was devoted to the development of digital industrial cooperation and joint digital projects in the EAEU space, including through the creation of digital platforms and ecosystems. As the Minister for Industry and Agroindustrial Complex of the EEC Sergey Sidorsky noted, “the creation of such digital industrial platforms opens up opportunities for the development and increase in the volume of industrial cooperation, mutual supplies and investments.”

The second part of the discussion was devoted to the development of electronic commerce in the EAEU space. “The transition of trade to the digital plane is a reality that is being formed here and now. It is imperative that this process takes place according to the most unified rules within the Union and corresponding to general international standards, ”said Veronika Nikishina, Minister of Trade of the EEC.

As part of the third part of the discussion, representatives of Russian business and government agencies proposed a number of projects that could be implemented in the EAEU.

Moderator of the event, head of the EEC project on digital transformation Alexander Petrov, while discussing the topic with business representatives and experts, noted that today, in parallel, there are joint projects with established models and processes, fast-growing niche and infrastructure digital platform projects, as well as two- and three-sided cross-border cooperation projects … It is important to understand how to “link” them.

Deputy Director of the Industrial Development Fund Vladimir Raspopov, Deputy Chairman of the Board of JSC National Agency for the Development of Local Content NADLoC Dmitry Usov, and General Director of the Belarusian Fund for Financial Support of Entrepreneurs Petr Arushanyants discussed the digital cooperation model from the standpoint of developing a project to create a Eurasian network of industrial cooperation and subcontracting and technology transfer. They represented the Eurasian consortium, which also includes the Agency for Technological Development (Russia), the Kazan Innovative Territorial Production Cluster (Russia), the Electronic Trading Platform of the Gazprombank Group (Russia), the Belarusian Fund for Financial Support of Entrepreneurs, the Ministry of Economy of the Republic of Belarus, the Ministry of Economic development and investment of the Republic of Armenia.

Vladimir Raspopov noted: “Two components must converge in the platform: the customer’s need to receive a resource with the most verifiable offer and from the manufacturer’s side – the presence of the most complete and varied demand. What is needed is not an administrative, but a lively business interest in the development of cooperation and consolidation of so far heterogeneous industrial services in the EAEU. “

As the discussion participants noted, there is a lack of recognition of the electronic digital signature in the EAEU as a basic element for platform integration. There is also a need for joint approaches to regulating data circulation.

Another model of digital cooperation is associated with the construction of digital ecosystems in separate market segments, allowing the services of different companies to be combined around production and distribution chains. Ivan Pekshev, General Director of Karkoin LLC, presented a link with the transport sector and the project to create digital transport corridors, showing the possibility of creating and integrating a platform for end-to-end maintenance and repair of all types of transport in the EAEU.

To discuss the international aspect of digital cooperation and the possibilities of integrating cooperation platforms within the Union with platforms for interacting with third countries, Sergey Pronin, a representative of the Russia-Singapore Business Council, was specially invited to the discussion. He showed a model for entrepreneurs from the EAEU countries to enter new markets through the services of foreign economic activity of the B2B platform “RSTrade”. The presented platform is designed to promote high-tech exports and is already integrating with similar platforms in Singapore, China, Indonesia, India, New Zealand and Malaysia.

The infrastructure of the digital platform was presented by the representative of Integra-S Andrey Lyubitsky.

“Digital cooperation is not only B2B interaction, it is also a dialogue between the state and business,” said Vladimir Rumyantsev, CEO of the Digital Platforms Foundation. He outlined a promising direction for ensuring digital compliance and the transition to algorithmic regulation, which will make it possible to establish activities of regulators, digital platforms and ecosystems comparable in logic and level of technological development.

The result of the first part of the discussion was the conclusion that it is impossible to use only established models and processes, it is necessary to build an open and multilayered cooperation.

The second part of the discussion within the framework of the expert platform “Development of electronic commerce in the EAEU space: prospects for cooperation, benefits for business” was a continuation of the key topic. Its participants discussed a model for the formation of basic resources about manufacturers and goods (products), taking into account the cooperation of electronic trading platforms.

Now, global digital companies, such as the United States or China, are shaping their ecosystems around cross-border trade and creating a marketplace for manufacturers and consumers, including small and medium-sized enterprises, on a global scale, while promoting the interests of companies in their place of residence. In this scenario, the competitive advantage of the common EAEU markets may not be used.

As part of the implementation of trade policy, the Commission attaches great importance to the development of electronic commerce. It includes relevant provisions in trade agreements with third countries. Such norms exist, in particular, in trade agreements with China and Vietnam. 

The panellists also considered two key models for creating a unified trade ecosystem within the EAEU, which would allow solving the problems of building its own competitive trading environment for business and could integrate into global trade ecosystems on an equal footing.

“It will be necessary not only to choose the format of interaction between the sites among themselves and with the Commission, but also to ensure the promotion of electronic sites through the instruments of the Union’s agreements with third countries. And also to take control of those objective risks that exist, for example, to ensure the reliability of the information posted, ”said Veronika Nikishina.

The first model is created through the integration of existing electronic platforms that use digital resources generated in the EEC and made available in the public domain. An example of such a model is the pilot initiative to integrate electronic trading platforms in Kyrgyzstan, Kazakhstan and Russia. This project was presented by Turat Bulembaev from Qoovee, Sardor Mukhamedaliev from ZOODEL and Anna Nesterova from Global Rus Trade. This cooperation is in demand on international markets, because each of these companies has a large-scale international network, including in the promising region of Southeast Asia.

The second model allows you to standardize sites and develop measures to attract business to these sites.

The discussion did not give a definitive answer to the question of which model is better. Its participants came to the conclusion that it is necessary to stimulate business to develop e-commerce, to develop e-commerce services that are integrated with international standards.

In addition, as noted by Alexandra Koval, a researcher at the Russian Center for Competence and Analysis of OECD Standards at the RANEPA, an important area of work to support electronic trading platforms and e-commerce in the EAEU for their development is the elimination of regulatory barriers, including the administration of sites, currency restrictions, etc.

Iliya Dimitrov, Executive Director of the Association of Electronic Trading Platforms, demonstrated the possibilities of developing electronic platforms based on data and managing market forecasts.

The sessions of the first day of the conference made it possible to draw conclusions about possible models of cross-sectoral digital cooperation, the need to continue joint discussion for the design of cooperation models and the next steps of the Commission and stakeholders from the Union countries to form a pr
