An example of cooperation between Special Economic Zones JSC and the Association of Clusters and Technoparks
The agreement on cooperation between JSC “Special Economic Zones” and the Association of Clusters and Technoparks was signed in the presence of the Deputy Minister of Economic Development of the Russian Federation Alexander Tsybulsky, the document was signed by General Director of JSC “Special Economic Zones” (JSC “SEZ”) Vitaly Milyavsky and Director of the Association clusters and technoparks Andrey Shpilenko.
The signed agreement consolidates the cooperation of organizations in the areas of improving the regulatory and legal framework of the SEZ, methodological and analytical support for their creation and development, interaction with authorities on the activities of the SEZ, as well as participation in Russian and foreign events in order to identify and implement best practices for the development of SEZ …
A separate place in the agreement is occupied by the point on the development of contract manufacturing in the SEZ. In many economically developed countries, the digital economy is being actively formed, characterized by the introduction of new production technologies. In this regard, the task of transitioning to advanced digital and intelligent production technologies in Russia is of particular importance, including through the creation of contract manufacturing – digital factories at the SEZ sites.
“Throughout the past year, there was an active discussion about the effectiveness of the mechanism of special economic zones. We very carefully analyzed all the proposals, comments, criticism received and outlined a number of tasks that need to be completed to “reset” the special economic zones, both in terms of improving the regulatory framework and in terms of increasing the efficiency of managing special economic zones, – noted during the ceremony signing Alexander Tsybulsky, – I am confident that the capabilities, competencies and significant experience accumulated by the Association of Clusters and Technoparks will allow us to significantly increase the dynamics and quality of this work together with JSC “Special Economic Zones”.
According to Vitaly Milyavsky, a cooperation agreement with the Association of Clusters and Technoparks will allow the parties to coordinate efforts to promote economic development projects and improve the regulatory framework for special regimes for the development of territories. “The experience accumulated by SEZ JSC during more than ten years of project development will allow the Association to apply the best practices of territorial development for technoparks and clusters,” said the head of SEZ JSC. “The parties will be able to provide each other with information support, as well as jointly build relationships with foreign partners interested in Russian practical experience.”
As Andrey Shpilenko noted, this agreement is the first step in the long-term plan of the Association’s work in the area of SEZ. “This year, the Association, together with JSC“ Special Economic Zones ”, will develop a national standard that should determine the basic requirements for the SEZ activities at the federal level,” said the director of the Association of Clusters and Technoparks. “As part of the work on the standard, an expert council will be created at the Association, which will invite regulators, SEZ management companies, interested public and business associations, including the All-Russian Popular Front (ONF), which has been actively involved in the development of SEZs over the past several years.” Also, according to Andrey Shpilenko, at the end of 2017 the parties plan to publish a national rating of the SEZ, which will be of interest to investors and will serve as a road map for everyone who plans to locate and develop production in Russia. “
