Development of technoparks and clusters in the Eurasian Union
Members of the Board of the Eurasian Economic Commission (EEC) adopted the Recommendation “On the dissemination of best practices for creating and ensuring the functioning of industrial and innovative infrastructure facilities of the Eurasian Economic Union (EAEU) member states”.
Several hundred industrial and innovative infrastructure facilities have been created in the Union countries: clusters, technology parks, industrial parks, economic zones, innovation centers, business incubators, etc. They have proven to be effective tools for “horizontal” support of industrial enterprises and innovative companies.
At the same time, the national legal framework governing the activities of industrial and innovative infrastructure facilities lacks uniform standards, terminology and criteria for referring to infrastructure facilities. This leads to unequal conditions in the implementation of economic activities in the union countries, creating the preconditions for unfair competition.
The recommendation provides for step-by-step work with access to common standards and a system of voluntary certification of the creation and operation of infrastructure facilities in the EAEU, as well as ensuring non-discriminatory access to them for enterprises of the member states.
The adopted document is also aimed at forming an information array of information about such infrastructure objects, which will include, among other things, data on the conditions of their work in the countries of the Union. It is envisaged to conduct joint events to exchange experience and study the best world practices for creating such facilities.
The implementation of this document in the EAEU will increase the efficiency of the creation of infrastructure facilities, align the mechanisms of state support for their operation, and contribute to the creation of an attractive environment for investors.
The transition to harmonized rules for the functioning of infrastructure facilities will make it possible to qualitatively improve the work of industry, to balance competitive conditions in the single union market.

The recommendation was prepared by the EEC industrial block in accordance with the Main Directions of Industrial Cooperation within the EAEU and the Plan for its Implementation (approved by the Decision of the Eurasian Intergovernmental Council dated September 8, 2015 No. 9 and the Decision of the EEC Council dated March 17, 2016 No. 17).
