The Eurasian Technology Transfer Network will provide access to innovative developments around the world

The use of a new analytical tool in the field of patenting – “patent landscapes” was proposed during the discussion of the draft Concept for the creation of a technology transfer network. The event, organized by the Department of Industrial Policy of the Eurasian Economic Commission (EEC), found a wide response among experts engaged in the development of innovations in the states of the Eurasian Economic Union (EAEU).

The discussion of the draft Concept was attended by representatives of the Agency for Technological Development of the Russian Federation, the Federal Institute of Industrial Property, the Russian Technology Transfer Network, the Innovation Promotion Fund, the Russian Venture Company, as well as representatives of other analytical centers and organizations – more than 50 in total.

According to Nikolay Kushnarev, Director of the EEC Industrial Policy Department, the Eurasian Technology Transfer Network will unite the disparate national networks already existing in the Union countries into a common system: partners to carry out joint R&D, as well as further integration into similar international network structures and access to the global international database of technological requests and proposals. “

As part of the discussion, a representative of the Fund for Assistance to Innovation of the Russian Federation proposed using “patent landscapes” – a new analytical tool in the field of patenting.

“Patent landscape” is an information and analytical study of patent documentation, with the help of which it is possible to analyze the situation with the latest inventions in a certain technological direction. The purpose of the “patent landscape” is an accessible, understandable and reliable description of the technology. It is built on the basis of a large array of special scientific and technical information used to describe the principles of the patented development.

“The main advantage of such a tool is the ability to quickly compare and evaluate promising technologies, as well as their developers,” explains Nikolai Kushnarev.

The participants in the discussion came to the conclusion that due to the fragmentation of data, today many industrial enterprises of the Union cannot fully formulate technological requests or receive proposals from scientific research circles. A single information network will help formulate a request and find interested highly qualified performers – this is the relevance of the proposed infrastructure project. 

“The technology transfer network is, first of all, the development of certain communication skills among interested organizations,” Nikolay Kushnarev summed up the meeting. – Already during the preparation of the Concept, we signed a cooperation agreement with eight key partners – the Republican Technology Development Centers in Armenia and Kazakhstan, the Central Asia Innovation Center in Kyrgyzstan, the Science Foundation of the Republic of Kazakhstan, the Agency for Technological Development of the Russian Federation and some other structures. All of them are potential participants in the network system of allied states ”.
